At first I thought D would be the answer but the scope baseline has not even been established yet so I think the better answer is A because what is the PM supposed to analyze the impact against and there is nothing of detail in the project management plan, everything is still high level.
First Baseline is scope.. since execution has not started and other baselines are not yet developed, no specific impact analysis on cost/schedule etc is required. Just get the change approved
Because this request comes during the planning phase (we know this because the baseline is being worked on), the change goes through CCB. Once the project has actually started, D would make more sense as we assess the effect on the project and submit a request from there.
