D - IMO. Sending all change requests to CCB without analyzing does not make sense. It increases the load on CCB in fact. Only after proper analyses relevant change request to be passed to CCB for approval.

Here we go again with the whacked-out question/answer mismatches just like in the 400-500 questions. Anyway, the answer should be D. The PM should Analyze/evaluate first, then discuss. Certainly not A, which just jumps straight into the CCB process.

B bcoz the change request goes to ccb only when baselines are approved. in this case baseline creation is in progress. Since baseline is not there PM cannot understand the impact on cost, schedule etc. SO the best option is to understand from Func mgr the change requested.

isnt this B? There is no baseline yet so no formal control process is needed. A. immediately includes the CCB. B. If someone asks for change, I need to engage with them first. C. wrong. you know why. D. How could you analyze without talking to the FM first?

At first I thought D would be the answer but the scope baseline has not even been established yet so I think the better answer is A because what is the PM supposed to analyze the impact against and there is nothing of detail in the project management plan, everything is still high level.

Because this request comes during the planning phase (we know this because the baseline is being worked on), the change goes through CCB. Once the project has actually started, D would make more sense as we assess the effect on the project and submit a request from there.
