Answered C because: it is a Key Stakeholder. the person should be in the Communications management plan. so it is best to ensure that the communications management plan is aligned to what was agreed to initially and address the concern raised by the Key stakeholder. However, a part of me understands why its D, as the Sponsor will be best to meet the Key Stakeholder first and gather that understanding. then comes back to the PM for the actual reason/concern.
