Voting for C. There is no Stakeholder by Stakeholder engagement matrix as such. There can only be a stakeholder engagement matrix. Also Stakeholder engagement matrix is to be updated based on stake holder need of informations/reports. In this case it would be apt to say that discuss with stakeholders align on scope well in advance.
