The question is - How the communication with the Project team and stakeholders will be managed. The question is not if PMO is included in the communication plan. So I believe D is the correct answer.

Kanban Board is a visual tool that gives an overview of the current work status and simplifies team communication. The PMO Manager asks, how do we have affective communication. Send reports to the PMO since that is what the PMO does, is read reports and look at things from the 10,000 foot level. Kanban board for everyone else up to and including the owner.

A is better than B, Product Owner is communicated through KANBAN Board, no need weekly report By other side, question said how the communications to be made with Project Team, and project team communication through weekly report is a very bad communication, this is why D can´t be a correct answer

Keyword here is PMO manager asked how project communications to be made with all stakeholders including project team and product owner. Only option D covers a way to communicate all these stakeholders ,other options deal with sending reports or sharing kanban boards to PMO manager and team and product owner. Project might have other stakeholders also whom need to get project updates and status.

A appears to be Correct Answer.. Logic.. The question is being asked by PMO Manager to Project Lead (Project Manager)... The product Owner and team need to update on real-time.. but for Stakeholders no other option combination is relevant... Option A get them details via PMO.
