I think it is A. There is a similar question in SH that asked to reject the solution and focus in the plan. It suggest it is gold plating. Also if the change does not affect the cost and schedule, (possibly not the scope) you would not need a change request. Not sure if that makes sense

Accept the suggestion as it has no impact on the project -> it is not Agile... the change must go through the Change Management Plan procedures to be approved. D. Ask another team member to validate the impacts of the suggestion -> at least, evaluations of this type are made by the PM or an external expert, certainly not a generic member of the team who is not said to be more specialized than the PM or the other members

D. is the most logical theoretical answer here. I believe the answer to your question is: Option D does not include the entire team, you always collaboratively make decisions or assess situations/opportunities. D only talks about 1 person, which is not the best option when it comes to decision-making and assessing a change impact. B is the best option from the options given.
