Take this chatgpt response with a grain of salt. I believe A is the correct answer. The communications management plan would have told us if the external stakeholders should have been part of the meeting.

cwilson91 may be your afirmation is right but for sure Cost Management Plan can´t be shared with customer before internal review. I vote for B.

why stop only at the budget then and not the beginning ? our organization we usually discuss everything internally first before get external partners involved.

I will go with A as well. If the external client rep was supposed to be there, then the CEO wouldn't have asked the PM to stop the meeting. You don't need to review it with the CEO prior to the meeting if everyone attending the meeting is suppose to be there.
