Option D: This is a hybrid approach project where it also complies with one of the 12 principles of Agile. So self organising team should be encouraged and it emphasise more on customer satisfaction compared to OPA.

Besides, a well functioning project team and well drafted project management plan should take into consideration Economic Environmental Factors which include external and internal (organizational) factors. This disqualifies option "D"

A. The PM's just hired and needs to create the environment and his authority to work with the existing team members. D can't be the right answer because the PM doesn't know the team well yet.
