Survey does not bring consensus and it is one way communication. Face to face meeting is the option. It can be done in groups as well based on availability and then more such meetings until consensus is achieved. So, C is better choice.

Not B. Conducting a survey to clarify & align on requirements seems impossible. Not C: 70 people in one room is pure chaos D: Of the 70 people, there are some experts who can judge the requirements more clearly as they have the big picture and expert view.

This is not regarding their feedback or to gauge their satisfaction level. The question talks about unclear requirements. They would like to come to a consensus. So, survey wont help. Open discussions are needed.

I will go with C. you can decide the num of pax for face to face session. they might be belong to the same team and that way you can cut down the number of sessions. as compared to survey, face to face is a better approach to understand their needs.

Face-to-face with 70 stakeholders is better than collecting feedback since feedback might not provide clear direction, and it would be hard to reach a conclusion based on feedback. The best way to resolve any conflict is face to face discussion

Face-to-face with 70 different individuals(stakeholders), what! That will be logistically challenging to organize and time consuming! But then again surveys may not always provide the same level of depth and nuance as face-to-face meetings. Another head scratcher question. I'll go with B.
