Come on. This is B. If you're just at the start of developing quality criteria, as the question implies, you have to know what "quality" is! That is done by determining a definition and acceptance criteria. Therefore the answer can only be B in this case.

If it was "Ensure that the definition of done (DoD) is fulfilled", it would have been the answer. But the "provided when the product owner agrees that all acceptance criteria have been met for the user story." makes no sense I suppose.

I have changed my mind, it should B - "One of the first steps to ensure quality and value in your scrum deliverables is to define your definition of done (DoD). This is a set of criteria that specifies what a product increment or a user story must satisfy to be considered complete and ready for release. Your DoD should be clear, measurable, and aligned with your client's expectations and standards.
