I think B is a better answer because of the keyword "matrixed organization". The person who raised the resource issue is the Functional manager. Option C talks about coming up with a better approach in testing but the issue is [there may not be any resource]. Unless you skip testing entirely.. the best testing approach still need resource.

B is correct because, in a matrix structure, the functional manager and project manager share the project power. Therefore, they should communicate to reach a consensus.

My assumption is timeline? Waiting until the weekly meeting may result in a lot of lost time when we can just go directly to the functional manager to hash it out quickly.
