PMBOK 6th edition always mentions a community of stakeholders instead of individuals. Therefore answer A is correct.

How could you give high level high power to someone who is not spending any money to your project? D is absolutely wrong. If they delete the high level high power, then it could be right.

The question is about the "necessary actions to engage stakeholders" not the point of contact. Also, it is clear the local community is already identified in the stakeholders matrix thats why the project manager is trying to list the actions of engagement. Please, let me know what you think?

Answer is D: PM is acting to engage stakeholders. So the best way to get their support is include them in the group.
