The other information provided aside "QUICKLY" are distractors. The intent is to deliver quickly, if you go too detailed as D suggested, then very unlikely you're delivering QUICKLY. With C, you will deliver quickly maybe not evrything but many MVPs

D The problem is with the word delivery. Does this mean development or roll-out? I saw "delivery of a solution" as a the solution is there and it is roll-out where predictive would provide for a set plan to follow. If you see delivery as development then agile incremental and thus C.

Why shouldn't be D? Any risk with C? What if during the implementation it turns out that detail requirement/expectation are much complex than that initially assessed? "Supporting/Cooperating" doesn't mean all parties agreed to work with adaptive approach and doesn't ensure the stakeholders and client would give up their points for the shake of meeting deadline.

D. Customer is cooperating. So it is assumed that they will get feedback in a timely manner. Team is experienced and all are in place. All they need is a meticulous plan with all milestones, deliverables, schedules and just adhere to the plan. So best answer is D.

Mmmmhhh.. How can you "ensure on-time delivery of the solution" if you have no schedule, planning etc etc? A proper planning is the first thing to do in order to be sure of the delivery timing. To use an Agile approach? Why? I don't read about any uncertainty about the scope so we can use the predictive approach...

The 1980's called and asked for its PM experience back. uncertainty is one aspect of using agile. Another reason is speed. (i.e. "...deployed to the public quickly).
