I think C is right answer as hybrid approach will allow for management of the requirement uncertainties as well as the date restriction so time line will also adhered and were its not clear it will either eventually clerarity will come or then agile/itrative approach for that particular point will help to solve issue.or if eventually clarity is obtained then Pm can continue with what ever suits better.
