I liked the comments I read about C. It's right to say that the scrum team has to prioritize the Product Backlog (and the Product Owner has the final word on that and it is his responsibility). Still, the first thing is understanding how the changes are frustrating the team by discounting it with openness as the Scrum Guide says, leading the team to a better collaboration. Once the PO has it in mind they may discuss the Backlog

In my opinion I believe C is the right answer, before any additional iterations are made to project sprint the manager needs to call a meetings of all the team members to discuss this additional change and its value, if the entire team is in agreement with the requested changes then they can proceed, this allows for transparency and open communication which eliminates phases of frustration on the team
