A team meeting may help to resolve the issue in the future as someone else can be delayed sending the report in future. But considering the current issue, it sounds like individual meeting is valid.

I chose C because it may be an issue with the team not collaborating properly to get all reports completed on time. The team member's report could have been contingent on another team member's report. Until the root cause is identified then a team meeting should be held first to define what the issue is.

The KEY SENTENCE is "This demonstrates a lack of teamwork and impacts project success" PM need to improve teamwork and all the members work like 1 team, some of them need to ensure the delivery on time another ones of them need to improve supporting the delayed members, the issue is not a matter to just 1 member
