Because it asks what to do next rather than what to do, you also don't know what effect the license non-renewal will have on the project. There could be a bunch of other factors, i.e. it might come out of another departments budget, funds might have been allocated already, etc. In any case, you want to evaluate/analyze/meet about the impact of something first, and thats especially important when you see the word "next" at the end of the question.
