As an Internal Auditor (a CIA), i have concern for the risk of expense reimbursement fraud, where team members may submit false claims for expenses not incurred, and/or inflate expenses incurred to obtain money for personal gains. So to avert this risk from occurring the best option for the PM to take is to pass through the Change Control Board for approval of everything concerning the work process. This will save the PM from any wrongdoing or being tolerant to fraud perpetration. So option D is more strategic and best practice to do bearing in mind there is already a strategic change in the process.

My first look tells me C, but it could also be D. I feel like if they wanted C, the question would use their phrasing of "what should they do next" or "what should they do first" also C seems to imply that you are making the decisions without change control board approval, depending on what they mean by "processing" I am with you though, this ones tricky, it really could be C or D, and I expect this question to be revised at some point, but D may be right as it provides more of a whole solution.

D is the right answer as there were " Unexpected circumstances ". So basically, an unknown- unknown & that will require a management reserve utilization for which approval has to be sought from the CCB..
