Gonna go with B, the answer given makes it seem like there's no product owner and that the PM is running the show. B seems more realistic.

B. Work with the team to decompose the scope into a WBS and work packages in order to create required deliverables and timelines Because as per process defined in PMBOK 6 ,after defining scope(As question stated scope statement is clear and approved by all stakeholders), a WBS to be created which means breaking down the scope and requirements into smaller work packages and subsequently defining activities and schedule and cost.

The correct answer is A. Since it is an iteration not predictive approach that has been agreed on, doing WBS wastes time and effort. It's better plan outlines for collect and anlyzes the requirement and then prioritise them. On the the other hand WBS is done once in context of predictive approach, which is not logical for the mentined scinario.
