I would choose B, it seems that the SPI has been increased dramatically to a point it is almost 2x at 1.8, this happens because it does seems that $ is spent to increase velocity making CPI to hit 0.1. The PM should stop accelerating the time and end up paying for more resource to speed through the project

(At the very least, the states in the question that the "project manager notices," and there is no indication that the project manager desires specific SPI and CPI values. However, it is evident that the project manager has not managed this aspect properly.) Furthermore, given that "the project sponsor" is concerned about the issue in the question, it indicates the need to manage "the project sponsor" effectively. As we all know, when "the project sponsor" does not view the project manager favorably, it can make the project even more challenging. For these reasons, I believe that option C is more suitable as a solution to the issue raised in the problem.

The PM is adding more resources to speed up time ,thus we have poor CPI with an over bloated schedule,so he should stop crashing schedule to redeem cost.B is correct

It could be, but B or even D seem like acceptable answers too, based on the context (which there is none. This is a bad question. I'd imagine you'd see it rewritten on the exam to be a bit more clearer. B makes the most sense right now, assuming the PM has been crashing the schedule. C sounds good but I don't think the PM is going to want to start changing plans without some sort of change request.
