The best answer is "B" because in the answer "A" we have the word "Any change request" also we not collaboreate with a CCB to review a Scope. don't forget "Any, Must, only, always ...etc" it's not the bast practice for poject management

why can't the PM submit the change request and update the schedule?

I think because he has a change request and not an approved change request, can't update the schedule unless it says approved.
