I think the answer is A. This question is talking about the unclarity of the requirement. So the best option is to clarify the requirement with stake holders. If you go with answer D, again rework may be expected on the prototype until the requirement is clear and all are on the same page.

Ideally it would be A but with the statement, "development team in another country," my guess is that the development team did not understand the requirements clearly so with dev team creating prototypes, it would be easier to confirm the understanding.

In that case, what clarification is needed with customer. There is only one impact which is delay in schedule and only option here is to escalate.

correction: there is not mention of schedule issue in the ques, so that may not be focus. In such action should be to clarify future requirements to avoid re-work and further impact on schedule. So, better option is A

in this situation your prototype will only confirm what you already know. it will be wrong because of "different interpretations".

according to my understanding - (because there were different interpretations of the client's needs) client gave requirement to team but development team wrongly interpret. so best option is create prototype.
