I agree with C. The catchphrase here is informing the stakeholder three days before the expected date of delivery. The PM should have maintained constant communication and the stakeholder should have been prepared to expect delays.

Can't see how the resource mgmt plan could have helped to IDENTIFY the impacts of the other projects. It contains some guidelines on how to manage and acquire resources alongside RACI. What would have helped is analysing the impact of the shared resource on the Project Team Assignment and Resource Calendar... but there is no such an option given.

I am also going with D. Maintaining constant communication with the other projects is not going to help if as a PM you didn't take that into account their commitment to other projects when setting up the schedule for your own project.

Yeah I'm going to go with D as well, maintaining constant communication with stakeholders of other projects is nice, but will likely just be counterproductive if you're not focusing on your resources and how they're impacted specifically.
