Review the engagement plan to see if he is even included in the stakeholder register, and if he is already there, the PM needs to reassess this new stakeholder needs. All of this is done through stakeholder engagement.

I would go with D, as the technical manager was "newly appointed" - so probably he/she was missed in the communications, as he/she was not in the stakeholder engagement plan.
