B is the right answer, you wouldn't want to do a predictive project with a customer who doesn't know exactly what they want. You want to have them develop the smallest thing possible that is similar to what they want, and then develop it further through iterations through a backlog.

Also, the question clearly says " very difficult to work with", which means you need negotiation and soft skills to handle such customers.

I think C is the correct answer. Here is why: The customer does not know what they want, which means it will be harder to gather requirements. MVP makes senses, but to get to a MVP what do you think the team needs? Negotiations and soft skills. A MVP will come through discussions with a customer who does not know what he/she wants. So in order to come up with a MVP, you need to meet up with the customer several times and for that you need soft skills and be patient with them.
