D is correct. I think you need to make sure everyone is on board with the objectives before you involve the legal team at all. A statement of work is typically formed before the contract review, and that seems to be what they're looking for here.

PM has to work first with stakeholders to ascertain objectives and requirements of the project are clear and are verified, then the agreement has be inline with it. Once that is done, legal team review the agreement and ensure all legal terms are well understood and the company interest is protected under the agreement. D for me is correct.

The right answer is A : please take a look at all the question in the PMP section, the answers have not be verified so the everybody will be mislead

From the given answers, D seems to be correct. Agree PM will need to work with stakeholders, but why should the PM starts with negotiation on the agreement without even understanding the requirements?
