I selected D. After checking, both forbes.com and wikipedia say a WBS is deliverable-oriented. Forbes.com quoted PMBOK 3rd edition.

I think customer orientation is right. Even if the deliverable is complete, the quality the customer wants is more important.

Project scope statement is approval by customer which includes both project and product requirements. define project boundary. we decomposed the project scope statement into manageable components which is the work packages of WBS. You can find deliverable only, no activities, no cost, no duration. It is 100% rules, WBS is deliverable oriented, D is correct
