A team member misses a project meeting without it being approved and has been penalized as defined in the ground rules. This team member, as well as other team members, insist that it is the first time they have seen this rule regarding the project and they do not agree with the penalty.

The key word is "all" when referring to the team members. Some maybe most, develop the Project Charter, but ALL of them should receive it. Correct answer is C

Does the team charter contain information related to penalties??? I don´t think so. Option C seems more accurate. Project Charter include rules and penalties in case something not respected. Team Charter is performed on terms of collaboration and good practices, the purpose of the document is not to set up penalties.

To my understanding, it is about the behaviour which should be related to team charter not project charter. Project Charter is about the project as a whole rather than personal behavour.

C seems to be correct, as the question says " this rule regarding the project", It seems to be a rule includen in the project charter, not the Team Charter.

The issue in the question seems to be related to distribution of the team charter as some of the team members didn't see this penalty. Remember if new resource hired late at the project this resource wont be part of the team charter development anyways.

Sorry I will pick A.. I just learned about the team charter: Team charters are usually created in a group setting, with the team members involved in the creation process. During the session, team leaders facilitate discussions and pose key questions that help define several critical elements about the team.

I will go with A as well. It is recommended to create team charter with the team. B is also a good answer, but ground rules are defined in the team charter and the team charter is created with the entire team.
