The SPM4 states that "The program roadmap is a chronological representation of the program's intended direction, graphically depicting dependencies between major milestones and decision points, which reflects the linkage between the business strategy and the program work". Is there a difference between Business Strategy and Organization Strategy?

A is correct. According to Standard of project management by PMI the program roadmap is a representation of program’s intended direction, reflects the lineage between the business strategy and the program work (page 36, 3.3).
