Now, because of the system's upgrade the team has two issues: 1. overwhelmed by the number of tickets being submitted by end users 2. the team's manager is pushing the team to `work smart` by focusing on activities that deliver the most value in the least amount of time (which is absolutely wrong) So if the team is solving the issues on the bad upgraded system, the issue will be there forever. Thus, C is the best option here. C = correct.
