D is the answer. A is invalid cross-organizational meeting happens between two organizations. Communication between teams are the issue. Co-location can resolve the issue. If we go with agile team size, combined two team size would not make too big a size.

Merging different mindset is disastrous. Co-locating large team is ineffective. “A” appears to be the best choice.

It has to be B. The issues with integration will always exist if the teams are following different development methods. Since they are working on the same project, it makes more sense to merge them.
