A is the best answer, bcz: 1. few sprint past and issue is highlighted. 2. root cause is lack of database expertise in the team 3. team should be self-sufficient so additional DB expertise is required. A) is the only way to get it.

The reason why A. is the best answer, is because in Agile/Scrum you aim to have cross-functional self-organizing development teams. A good way to attain that while maintaining the same Team is with cross-training.
