Yes it is the product owner's responsibility and the question asks what the agile team would do. The product owner is a member of the agile team. Therefore, option B is valid.
The term team would also include PO. However, these are infrastructure changes. Management / Stakeholders would have already provided their input/requirements. With this change, management would have to be updated in the spirit of transparency and also to validate the team's findings based on their needs and what will provide value for them. I think C is correct.
