Any incomplete stories will be taken back to PBL, period, Adding new resources is risky and costly, and makes no sense for having timebox. So C is the most appropriate answer.

The best way is to add resources as you have a commitment with the goal. If you extend a week or more you will no comply with the stakeholders expectations. D
