From the book 6.4.2.1: Schedule network analysis is the overarching technique used to generate the project schedule model. It employs several other techniques such as critical path method (described in Section 6.5.2.2), resource optimization techniques (described in Section 6.5.2.3), and modeling techniques (described in Section 6.5.2.4). Since Schedule Network Analysis uses both critical path method and resource optimization, and each of these answers are represented here, it can't be either one of them. My vote goes for (C), because that describes sequencing which is necessary before the schedule can be developed.
