For all of you saying A., I think you're unfortunately incorrect. Ground Rules is an interpersonal/team skill for MANAGE TEAMs, not DEVELOP TEAM. When you're talking about "tracking team performance", you need TO DO THAT in order to complete the OUTPUT of Manage Teams, the Team Performance Assessment.

The answer is C. The question is asking what are the tools & techniques for the Develop Team process. Training is a T&T used for Developing Teams pg. 342, which is shown in Answer choice A; however, establishing ground rules is a part of the Manage Teams process. Conflict management and tracking individual/team performance are also T&Ts used during the Develop Team process.

Tracking team performance is not mentioned in Develop Team therefore the answer isn't C. Actually searching through the digital PMBOK doesn't even find that term. Training is in the Develop Team tools and establishing ground rules is part of Conflict management. So answer A has both tool mentioned in the PMBOK, whereas answer C has only 1 tool mentioned in PMBOK.
