You need to look at for the entire 6 weeks not just the last week. For the Cost: 3 weeks < 1 2 weeks = 1 1 week > 1 Overall is over budget. For the Schedule: 3 weeks = 1 3 weeks < 1 Overall is behind schedule. So the answer is C
