Project B is looking for assistance with their project and Project A may have some answers they needed. Without Project A’s help, Project B will be impacted. But with continuing assistance by Project A, the Project A team could risk of delaying and disrupting their work also. In hindsight to resolve any issue escalating and for both projects not to be impacted any further, is for Project A Project Manager to seat down and discuss with Project B Leader to come to term and work together harmoniously and collaboratively. Therefore, the answer is B.

I think its D, Since they project B member is "consistently" approaching the project A member which could arise risk of delaying or disrupting A's work.
