The testing backlog for a hybrid project has increased significantly and is becoming a bottleneck. The team has researched a tool that could resolve the bottleneck, and the project manager has been informed.
Out of 1200 questions so far, I think "Escalate" was the correct answer on only 1 occasion. I don't believe it is correct here. The "softest" step is to Enroll team members in training.

Since the team has already identified a tool that could resolve the bottleneck, the next logical step is to ensure that team members are proficient in using it. Providing training will help them effectively implement the tool, which should alleviate the backlog issue. This proactive approach addresses the root cause rather than just mitigating the symptoms.
But the team identifies the tool needed to resolve the issue, why do they need to be enrolled for training? I'll think that A captures the proper way to manage this by escalating the issue to the PO and recommending what the team identified.
Shouldnt the product owner be aware of this before the team members get started on the new tool?
