D coz timeline is strict, can't wait for complete backlog to be ready Plus the mandate is there from Govt so all stories are to be completed. There is no prioritization based on business value needed.

D. Create the epics at a high level for the requirements and begin grooming sessions. Creating high-level epics provides a structured overview of the requirements, which can then be broken down into more detailed user stories during backlog grooming sessions. This approach ensures that the team has a clear understanding of the project's scope and priorities while allowing for iterative refinement and prioritization of work according to business value.

The answer is C because This option aligns with agile principles by breaking down the work into manageable stories and prioritizing them according to business value. It ensures that the team has a clear understanding of the work to be done and can start delivering value immediately.
