PM has already been communicated by the marine co. that the environmental work is must otherwise they would not give the work permit.So it is already communicated and this work is not a part of the project scope so it means the scope needs to be changed which means the required environmental work needs to be added in the scope so CHANGE REQUEST IS MUST which is why option D is the right choice to address the issue
