A. Recognize and understand the conflict. Understanding the conflict is essential for identifying its root cause and developing an effective resolution strategy. Pretty simple, don't overthink it. You can't list an alternate course of action if you don't even have a main course of action in case of a dispute. Option D is premature without fully understanding the conflict.

You have to understand the conflict first in order to resolve it, failing which you explore alternative courses of action. The question asks what the PM should do first. A is the answer for me.
