I don't know how much PMI interchanges log vs register, but there is no such thing as a change register in the Standard for Program Management, it is a Change Log.

This is absolutely correct. There is no Change Register, it is a Change Log. One would think it doesn't matter except that there are questions where wrong options are given as Change Register No where in the PMBOK is there a the word Change Register. Somebody please change this question.
