Do C first. And do D. Doing D first is problematic. The problem is to guarantee value, but for example, creating a time-based materials list without understanding the legal regulations is a risk.

C does not focus on overall value, though of course, understanding policy is a good first step for any project initiation. D seems best here. ChatGPT 3.5 says B, which is okay, but I have since convinced it that D is better. I think having an understanding of the required materials before contacting each supplier would be better than contacting the suppliers blindly.
