Very tricky question, B is the thing you should implement to control document version and communication channel. this question is look like they don't have PMIS. so should implement PMIS first.

PMIS is nice but you need budget for that. You cannot simply decide on it yourself. C is the only option with immediate effect.-

Before using a new tool, the communication plan should be updated. C should be in front of B.
