risk response is developed for risk which is identified earlier and has a probability of occurrence. Here the problem that popped up is an issue and wasn't identified as risk earlier. So how wud there be a risk response?

B makes more sense. as the issue happened overnight after project progressing on track for 6 month. Risk plan most probably was defined well that could keeps project on track for 6 month. what happens is like an unknown threat that nobody pays attention to it, before. I guess B is better option
