Ans B I would go with B. Much of the scope is already there in terms of competitor app. The stakeholder's "Expectation" is that the team can be put together. But team is not there yet. So the first thing for Project manager is to get the resources ready. Then they can focus on evaluating competitor app, freeze scope etc. That said, my choice for this situation is B.

I agree with D. If you are told that you need to a better app than XYZ, the first thing you will do is download XYZ to check out the app. And only after that you are familiar with the basics of the app, you can invite for a workshop to define the scope with other stakeholders.
