This process would have facilitated better communication and engagement with the stakeholders, ensuring that their input was considered and potential resistance was addressed early in the project. You can also put this in the risk register once an analysis in done. When in the future it becomes an issue, such as in this situation. You can refer back and find out what the plan was made to tackle this.

I think it is A. Issue is not involved with stakeholder analysis but with understanding of the use of a tool BY stakeholders. Some stakeholders are nit wiling to use a tool because probably the dont understand its function. SO its A
