The only reason C is not the correct answer is if the 'Lessons Learnt' they are referring is related to the current project and not another similar project. So this question can cause confusion if it was in the exam. If C is not an acceptable answer, then the next logical one is E.

E can't be answer as it does risk analysis of impact on not meeting quality standards. Here question is to take stable measures to meet quality. C is good option to define testing metrics. A and D are anyway natural choice.
