I'm more into option D, this approach allows for flexibility. If the team member cannot attend every meeting, they can prioritize joining during discussions that require their expertise, in this case: timeline deliverable and quality parameters, which can help alleviate any feelings of exclusion or disengagement.

The issue is not that a remote person csnt always join, the issue is that others now that its okay to slack off in the meeting. We need to address this by adding meaning to the meeting. We can do this by explaining the purpose using an Agenda

Define rules of the meeting makes more sense as there is need to include punctuality to join meeting and agenda will be part of defined rules. Just defining agenda of meeting does not mandate missing person to join meeting.
