I think other members don't know about the purposes of meeting, so agenda is a necessary tool that allows they understand and focus on the main content. So D is correct.

The issue is not that a remote person csnt always join, the issue is that others now that its okay to slack off in the meeting. We need to address this by adding meaning to the meeting. We can do this by explaining the purpose using an Agenda

Define rules of the meeting makes more sense as there is need to include punctuality to join meeting and agenda will be part of defined rules. Just defining agenda of meeting does not mandate missing person to join meeting.
