Its cannot be D. If Definition of Done includes a code review, then this does not prevent the development of functions for which the team is not getting paid. In fact, they would only find out once they are "done". A information radiator ensures everyone is aligned on what functions are needed and the required specs. Thus C is the answer.

How code review will ensure no fancy feature is developed? A and C also do not mention on how to ensure that unrequested fancy features are not developed. B seems most suitable option as here it is ensured that user stories meet the mentioned requirement.
